Its a fishing spot for fishermen fishing with tossing a line. If the line is stuck on a rock, they will cut it and throw a new one. At 30 meters it was a sad spiderweb of fishinglines..
Please change "Netherlands Antilles" to 'Curacao'. Its a famous dive destination to be, and hasn't been from the Netherlands since 2010. Its a independent country within the Dutch kingdom.
