A birthday party.
This was part of party balloon--the end you use to blow up--plus, two party streamers. So, obviously, it's from a party of some time, near shore.

Sorry, but the phone DAD app wouldn't let me log in--saying my PW was wrong--and, when I applied to reset it, I never received a PW reset email, so, I can only upload the photos of the debris I took on the dive and not the later photos taken of the debris on land with my phone--which is not a big deal, since the items in the photo are no different from the items reported here, but photographing them on land is sometimes a bit clearer.
