An operator (not my dive center) takes down tourists in scuba gear but no fins, and allows them to stand on corals in booties to look at sea anemones and other things. I stopped the group I saw, but I heard the marine sanctuary has allowed this practice to continue for at least a few years to keep tourist money coming in. The marine sanctuary is actually amazing despite this practice, but seeing this was aggravating.
