The recent conditions with the heavy rains and flooding on Koh Tao in December 2016 to January 2017 would be the main contributor . Fishing Boats with fisherman not educated in disposing of garbage will have thrown these items overboard. Also any land debri that would be run off from construction development around nearby resort locations in other bays.
